'Columbia for You' Wants Your InputThe City of Columbia has kicked off  “Columbia For You”, a project to update the City’s Zoning Ordinance, led by the City of Columbia and planning consultant Town Planning and Urban Design Collaborative, LLC (TPUDC).
The goal of this project is to modernize the current zoning regulations to better achieve the goals set forth in the ConnectColumbia Framework Plan, adopted in January 2018.  TPUDC has been tasked with completing a current zoning ordinance diagnosis, reviewing supplemental guidelines and standards, leading a public outreach process to inform and solicit input from the community, and drafting an updated zoning ordinance.  The revised document will address current and future land needs related to land development and growth while providing standards, tools, and procedures for the built environment.

Columbia’s current zoning ordinance has been identified as a barrier to the type of high-quality development that the residents of Columbia envisioned for their future when they created and adopted the 2018 Framework Plan. The City intends to utilize the modernized code as a tool to achieve some of the top priorities of the Framework Plan. Some of these priorities include pro-active access management standards, a consolidated regulatory framework, character area design guidelines, regulations for context-sensitive infill development, and a broadened mix of housing types and lot sizes. The Framework Plan has identified the importance of a character-based approach when it comes to land development in the City. Character-based zoning standards emphasize building massing and scale and the relationship between the building façade and the public realm, rather than focusing on separation of uses. Utilizing character-based standards ensures more predictable built results and high-quality development. 

It is hoped that the project will promote sustainable growth, strengthen transportation and infrastructure, and allow the redevelopment of older, underutilized areas as walkable, mixed use centers. A successful zoning ordinance update will spur high-quality development and redevelopment, help attract and retain young professionals and families, and improve pedestrian, bicycle and transit facilities.

With the increased concern regarding the spread of COVID-19 and recommendations for physical distancing, the public input process will begin in a virtual format.  The City and TPUDC have launched an interactive website, www.columbiaforyou.com to provide information about the project and tools to participate directly. In the coming months, an event called PlanapaloozaTM will take place, giving citizens and stakeholders the opportunity to interact directly with TPUDC planners to update the zoning map and standards.
